UN Security Council Endorses Libya Roadmap Aimed at Political Stability

New york: The UN Security Council has expressed its support for a roadmap introduced by the Special Representative of the Secretary-General for Libya, Hanna Tetteh, during her recent briefing to the Council. They believe the plan could facilitate a Libyan-led and owned political process that seeks to end the transitional phase, promote consensus on institutional unification, and lead the nation towards free, fair, and inclusive elections within 18 months, in accordance with Security Council Resolution 2755 (2024). The plan also includes initiating a structured dialogue with Libyan institutions and citizens.

According to Libyan News Agency, the Security Council issued a press statement urging Libyan institutions to cooperate transparently and in good faith, without preconditions, to reach compromises that advance the political process under the United Nations Support Mission in Libya (UNSMIL). They called on the international community to back this effort.

The Security Council stressed the need for progress in unifying Libya’s institutions, including military and security bodies. They urged relevant authorities to finalize financial arrangements and prepare a unified budget to stabilize Libya’s financial system, benefiting all Libyans.

The statement acknowledged the revival of the International Follow-Up Committee on Libya, also known as the Berlin Process, and encouraged its continued advancement.

The Council members expressed concern over Libya’s fragile security environment and highlighted the need to maintain stability throughout the country. They advised Libyan parties to adhere to the 2020 ceasefire agreement and avoid actions that could jeopardize security or civilian safety.

Furthermore, the Security Council welcomed the conclusion of municipal council elections in 34 Libyan municipalities, commending the High National Elections Commission for its efforts, despite the suspension of elections in some areas. They emphasized the importance of ensuring women’s full participation in the electoral process.

Finally, the Security Council urged all Libyan parties to accelerate efforts towards achieving lasting peace, stability, and security for the Libyan people, reaffirming their respect for Libya’s sovereignty, independence, territorial integrity, and national unity.
