Dbaiba Adopts AI Ethics Charter and Launches National Digital Transformation Strategy 2026-2030

Tripoli: Prime Minister Abdulhamid Dbaiba of the Government of National Unity adopted the Artificial Intelligence Ethics Charter and launched the National Artificial Intelligence Strategy 2026-2030 on Monday.

According to Libyan News Agency, the Prime Minister's Media Office announced on its official page that the Charter was revealed during an official ceremony overseen by the Minister of State for Digital Economy and Artificial Intelligence. This move aims to strengthen the transition to a digital economy in Libya.

In his address, Dbaiba explained that launching the strategy signifies an important national step towards building a future grounded in knowledge and innovation. He noted that artificial intelligence has become a crucial tool for enhancing public services, improving government performance efficiency, and boosting the competitiveness of the national economy.

He added that the creation of the Minister of State for Digital Economy and Artificial Intelligence portfolio reflects a clear governmental direction to keep pace with global transformations. The state aims to invest in national talent, empower youth with future tools, and strengthen digital sovereignty while protecting national data.

The National Charter consolidates the principles of justice, transparency, and accountability while safeguarding individuals' rights and digital freedoms, and protecting national security and the state's digital sovereignty. The Charter emphasizes the centrality of humans in the technological process, viewing artificial intelligence systems as tools to support human decision-making, especially in sensitive sectors like health, justice, and security.

The National Artificial Intelligence Strategy aims to establish comprehensive digital transformation by developing digital infrastructure, building national capabilities, and supporting innovation and entrepreneurship. This strategy aims to improve public service quality and enhance national security and sustainable development through phased performance indicators ensuring gradual implementation of digital transformation across vital sectors.

The strategy includes digital targets, such as enabling 80% of government entities to employ artificial intelligence solutions, activating the national digital identity for 70% of the population, training 10,000 employees in advanced technology fields, supporting 100 startups specializing in artificial intelligence, automating 50% of government transactions, and converting 70% of paper records to digital systems.

The adoption ceremony was attended by several government ministers, the Chairman of the Communications and Information Technology Regulatory Authority, the Chairman of the Board of Directors of the Telecommunications Holding Company, and a group of specialists and stakeholders in digital transformation and artificial intelligence.
