Tripoli The Head of the Government of National Unity Abdul Hamid Al Dbeiba said that the option of getting the country to achieve the most important national entitlement; the holding of presidential and parliamentary elections on set time is a historic entitlement that we will not relinquish, as it has been and remains our goal since we took office. The Prime Minister made the remarks in a speech Friday afternoon at the International Conference in Support of Libya in Paris, France.

In his speech, Al-Dbeiba also called on all participants in the conference to listen to the voice of the Libyan people and their demands, to ensure their fundamental rights in the upcoming elections.

He called on all countries and international organizations to seek to urge legislative bodies to amend the electoral law consensually to achieve justice, inclusiveness and equal opportunities. The Prime Minister said the positive contribution to ensure fair and transparent elections comes through its monitoring and political and logistical support. He also stressed that presidential and parliamentary elections should be held simultaneously and that none of the two should be delayed, while stressing the need to set timetables, to ensure this synchronization.

In his speech, Al-Dbeiba called for establishing real guarantees for accepting and respecting the election results from all Libyan and international parties, and setting clear criteria for imposing sanctions on those who obstruct and reject the results of these elections without exception.

The Prime Minister said that the extraordinary timing of this conference comes after Libyans agreed to stop the fighting and political division, after Libya got an executive authority and a unified government, representing all without exclusion or marginalization, away from the legitimacy conflict from which we have suffered for many years.

He explained that the success in ending the political division and stopping the fighting from the Berlin conferences (1) and (2) and the Geneva Conference, the Security Council session on Libya and the Libyan Stabilization Conference in the capital Tripoli, was made possible thanks to the faithful of the people of Libya, as well as the efforts made by several friendly and sisterly countries, in addition to the great efforts made by the United Nations Mission as an intermediary in this aspect.

“The government of national unity appreciates all the sincere international initiatives that have been and continue to seek peaceful solutions to the crisis in Libya,” he said, stressing that national initiatives form the basis for achieving stability, because there is no alternative to Libyan ownership and leadership of their national initiatives and the enforcement of Libyan state sovereignty over its entire territory.

The Prime Minister reviewed the efforts made by the government of national unity to stabilize the country, noting that the launch of the “Libya Stabilization Initiative” was announced last month with the participation of nearly 30 countries, international and regional organizations in an event organized by the government in an important symbolism on the return of positive diplomacy to the Libyan state.

He added that the aim of this conference is to achieve stability on the basis of two important tracks: the security track and the economic track, calling on all countries and international organizations involved in this conference to support and support the Libyan authorities now and in the future in implementing their political, security and economic plans in the short and long term.

Al-Dabiba also reiterated his support for the 5+5 Military Commission and its logistical and financial requirements for the removal of mercenaries and foreign fighters, and the need to respond to the sovereign demands of the Libyan people, all of them out, fully and simultaneously and under the direct supervision of the Libyan state, and the presence of the Libyan government at the table of any negotiations, in particular with the establishment of a joint mechanism to ensure that the conflict is not transferred to neighboring countries, which threatens its security and the security of the region.

Al-Dbeiba noted that his government has been providing all support to the High National Election Commission and other Libyan institutions related to the electoral process, and has fulfilled all its tasks in this regard. He stressed that the goal of the Libyan people, of all affiliations, is to achieve free and fair elections with the participation of all without exclusion or marginalization, elections that will move us from chaos to peace and stability, not to bring us back to the square of war and fighting.

The Prime Minister said that the agreement of all Libyans on a solid constitutional basis will ensure that no party is excluded from its right to participate in the democratic process, and clearly and in-interpretably determine the steps and dates of completion of the necessary stages to complete the transition period.
