Dbaiba Forms Emergency Committee to Oversee Prisons and Detention Centers

Tripoli: The Prime Minister of the Government of National Unity, Abdul Hamid Dbaiba, has established an emergency committee aimed at monitoring the conditions of prisons and detention centers. This committee will be chaired by the Minister of Interior and will include the Undersecretary General of the Ministry of Justice, along with a representative from the Supreme Judicial Council.

According to Libyan News Agency, the committee’s primary tasks will involve assessing the conditions within these facilities to ensure compliance with humanitarian standards and proper treatment of detainees. Additionally, it will review the legality of arrest and detention procedures, ensuring that they align with the orders of the Public Prosecution and the judiciary. The committee will also focus on cases of detainees without legal grounds or those for whom release orders have not been executed.

The committee’s mandate includes investigating any unlawful procedures in the implementation of judicial rulings and addressing any unjustified detention of citizens. It has been granted the authority to access all prisons and detention centers across different regions, seek assistance from relevant authorities, and request full cooperation from any involved parties.

A comprehensive report detailing their findings, observations, and recommendations is to be submitted to the Cabinet within seven days from the start of their operations, as stipulated by the decision.
