Tripoli: The Administrative Control Authority has underscored the critical importance of adhering to applicable legislation and legal regulations in pharmaceutical contracts and supplies. This emphasis was reiterated during a meeting held today between the Chairman of the Administrative Control Authority, Abdullah Qadrebouh, and the Chairman of the Medical Supply Organization's Management Committee, Ibrahim Al-Sharif. The meeting focused on reviewing and following up on contracting and supply procedures for medicines, medical supplies, and equipment, as well as assessing their compliance with legal protocols.
According to Libyan News Agency, officials from the Authority's General Department for Contract Review and Project Implementation Follow-up attended the meeting. It reviewed procedures related to the Health Sector's General Tender No. (T1-2026) for the supply of medicines for blood diseases, psychiatric and neurological medicines, and multiple sclerosis treatments. Additionally, Tender No. (T2-2026) for the supply of blood-bank reagents and supplies was discussed, alongside the results and procedures of reviewing contracts related to these tenders and other health-sector tenders. The measures taken concerning regulatory observations raised by the Authority were also evaluated.
The discussions examined whether the quantities and items included in the tenders align with actual needs, and verified the accuracy of procedures used to estimate requirements, ensuring conformity to approved medical and technical standards. This evaluation aims to prevent awarding contracts based on items or quantities not rooted in actual necessity.
Qadrebouh highlighted the importance of addressing regulatory observations and fulfilling required conditions prior to completing contracting procedures, in strict adherence to regulations and legislation governing tenders, supply, and importation. He advocated for enhanced monitoring throughout contract implementation stages and for verifying compliance of contracting entities with specified specifications, quantities, and deadlines, thereby ensuring responsible management of public funds.
Further, the Chairman stressed the urgency of expediting procedures for supplying medicines that are out of stock or nearing depletion, based on actual needs. He called for measures to ensure regular supplies, preventing shortages that could impact medical treatment services.
He also emphasized the adherence to deadlines for providing routine and school vaccinations, ensuring they reach beneficiary health facilities within the prescribed timeframes, as per approved programs and requirements, thereby ensuring the continuity of immunization programs.
