UNSMIL Demands Immediate Halt to Hostilities in Zawiya and Surman, Accountability for Aggressors

Tripoli: United Nations Support Mission in Libya (UNSMIL) called for an immediate end to the ongoing clashes in Zawiya and Surman, urging all conflict parties to cease fighting immediately and demanding accountability for those directly engaged in the fighting and those supporting them. According to Libyan News Agency, the mission strongly condemned the ongoing clashes in a statement issued yesterday, highlighting the risks posed to civilians, the resulting fatalities and injuries, and the significant damage inflicted on private property and critical infrastructure, including the Zawiya Refinery. The Mission reported that the clashes in Surman led to the escape of several inmates from Surman prison, raising concerns about civilian protection and the safety and security of citizens. It called for a prompt and thorough investigation into these incidents, ensuring that those directly or indirectly complicit are identified and held accountable. The statement emphasized that victims of the violence in Zawiya an d Surman deserve effective justice and remedies, advocating for quick, independent, and credible investigations. UNSMIL urged Libyan authorities to establish a coordinated mechanism for the relocation of heavy weapons away from civilian areas and support efforts to de-escalate the situation. It stressed that using heavy weapons or military positions near civilian populations is unacceptable and may constitute crimes under national and international laws. The Mission affirmed its consultations with relevant actors on the matter and acknowledged ongoing efforts to de-escalate the situation. It encouraged local leaders and political and security stakeholders to leverage their influence to reduce tensions and prevent actions that could lead to renewed clashes. UNSMIL reiterated its support for Libyan-led efforts aimed at de-escalation, accountability, and stability in Zawiya, Surman, and surrounding areas, expressing its readiness to assist these efforts through its good offices.
