Tripoli: The Special Representative of the Secretary-General for Libya, Hannah Tetteh, has indicated that the United Nations Support Mission in Libya (UNSMIL) may need to devise a new strategy if the House of Representatives and the High Council of State do not reach an agreement regarding the High National Elections Commission and the electoral framework.
According to Libyan News Agency, during a briefing to the UN Security Council, Tetteh highlighted the necessity for consensus between the Libyan legislative bodies on the electoral commission and the constitutional framework. She warned that without this agreement, UNSMIL will seek the Security Council’s backing to pursue an alternative approach that could potentially resolve the ongoing political stalemate and address Libya’s challenges.
Tetteh outlined UNSMIL’s ongoing efforts to facilitate dialogue between the House of Representatives and the High Council of State, aiming for consensus on the electoral commission and a functional electoral framework. She acknowledged the commitments made by various parties to the roadmap while stressing the need for actions to align with these commitments.
The UN mission is organizing a structured dialogue among Libyan stakeholders, planned for plenary sessions in November. These sessions will cover governance, economy, security, national reconciliation, and human rights. Tetteh pointed out that although Libyan leaders and institutions have shown verbal commitment to positive engagement, their actions have yet to reflect this intent fully. She stated that if the current approach fails, alternative solutions will be proposed.
