Tripoli: Al-Menfi and Dabaiba have reached an agreement to reorganize the powers of Libya’s security, military, and judicial institutions. The meeting, held at the Nasr Forest Halls Complex in Tripoli, was led by Mohamed Al-Menfi, Chairman of the Presidential Council, and Abdul Hamid Dabaiba, Prime Minister of the Government of National Unity. Discussions centered on national priority issues including political, security, and financial concerns, with a particular focus on security arrangements, activating commissions, and controlling public spending.
According to Libyan News Agency, the Presidential Council’s media office reported that both leaders highlighted the necessity of implementing security arrangements and supporting the Tripoli Security Directorate. They agreed on ending all forms of detention outside judicial jurisdiction and ensuring all prisons operate under full judicial oversight in coordination with the Attorney General. This is aimed at consolidating the rule of law and guaranteeing rights.
The agreement also includes reorganizing the responsibilities of security, military, and judicial institutions to prevent conflicts of power and competency. This reorganization ensures support for the Ministries of Interior and Defense in a structured environment. Both leaders reiterated support for the United Nations Support Mission in Libya (UNSMIL) and stressed the need for ongoing coordination to enhance national consensus. They also reviewed the activation of the High Commission for Referendum and National Inquiry, emphasizing the need for a transparent public survey to establish a constitutional process based on popular consensus.
On financial matters, both parties agreed to take joint measures to address public spending violations of financial law and political agreements. They stressed the importance of a unified budget and mechanisms for oversight, planning, and transparency to respect citizens’ rights to knowledge and accountability.
The media office noted that the meeting concluded with an inspection tour of the guest palaces in the Abu Salim area by the President of the Presidential Council and the Prime Minister to assess their readiness for official and administrative tasks.
