Written question – VP/HR – Situation of refugees and migrants in Libya – E-000674/2017

The German ambassador in Niger has raised the alarm about conditions for migrants and refugees in Libya, which in a recent report are described as being ‘worse than in concentration camps’. According to the report, grave violations of human rights include the execution of migrants, torture, rape, bribery and banishments to the desert on a daily basis.

A number of EU states are calling for tougher return policies for migrants crossing over from Libya. In view of the situation in the country, does the High Representative/Vice-President not agree that such policies should not be implemented until a humane and functioning system of processing asylum claims, preferably under the auspices of the UN, is established in Libya?
