United Nations Envoy: The Protracted Stalemate Is Fueling Distrust And Threatening To Undermine The Essence Of The Road Map

Tripoli, The head of the United Nations Support Mission in Libya, Jan Kubis, warned in his speech before the virtual meeting of the Libyan Political Dialogue Forum today, Wednesday, that the forum was unable to reach an agreement and prolong the stalemate that fuels distrust that it threatens to undermine the core roadmap, and it threatens to once again deprive the Libyan people of their right to democratically elect their representatives and restore the long-lost legitimacy of the Libyan institutions.

Kubis said, “As I mentioned in my letter to you, the purpose of this meeting is to hear a presentation of the four proposals made by the consensus committee and to consider the next steps that will bring you closer to reaching an agreement on holding the elections on December 24, next year.

The Consensus Committee has met four times since its establishment, during its last meeting in Switzerland. Here I would like to thank its members for their hard work and dedication over the past weeks.

Unfortunately, the Committee was unable to reach agreement on a unified proposal. As such, the majority of its members agreed that four proposals should be referred to you, to the Forum.”

In his speech, Kubis added: “Throughout your deliberations, in the Legal Committee and in the various informal groups that you formed, in the Advisory Committee and in the Consensus Committee, you put forward many constructive ideas that can help fulfill your promise to the Libyan people when you adopted the road map in Tunisia.

These ideas include all the components necessary to reach a constructive compromise if you can galvanize the political will and make the necessary mutual concessions to move your country beyond this state of continuous stages of transition, to complete the political process and unify Libya and its institutions under an elected civilian authority, and I invite you to take advantage of this session. As an opportunity to listen carefully to the proposals of the committee members, share your ideas and opinions in a constructive manner, and discuss how to improve and adapt them in order to reach a higher level of consensus within this forum.

The UN envoy concluded his speech by noting that he intends “to travel again to Libya very soon to hold consultations with the main political parties and other concerned parties, and to hold another meeting for this forum, which will most likely be a meeting to work on reaching a compromise solution, if not we can assume another inconclusive result. We all look forward to hearing from the Consensus Committee members’ presentations and your constructive discussions. I hope that the focus of these discussions will remain on the main objective of this meeting, which is to establish the constitutional basis for holding comprehensive, free, fair and transparent elections on December 24 this year.”
