Tripoli, The UN Security Council held a meeting on Thursday to discuss developments in Libya, and to listen to a briefing by the UN Special Envoy to Libya Jan Kupis on the current situation in the country.

The Head of the Government of National Unity Abdul Hamid Al Dbeiba attended the Security Council meeting in New York.

The UN Special Envoy to Libya said in his brief to the Council ‘we are discussing issues not resolved at the Political Dialogue Forum including direct vote, referendum on the draft constitution, and running for posts by military men. There are obstructers to the stability track, he said.

Kupis said the UN measures were underway to deploy UN elements in Libya to monitor the ceasefire under Libyan supervision.

The UN Envoy said personal interests were behind the lagging of political dialogue, and we fear that the specter of war could return to the country.

Kupis said the House of Representatives did not approve the budget for the Government, which means that the country is going into the Eid Al Udha holidays without a budget.

Kupis urged all parties to set aside their differences, and put in place a constitutional basis for the Dec. 24 elections.

He said there was no Defence Minister named in Libya, which obstructs the unification of the military institution.

The work of Military Commission 5+5 could be in vain, in spite of the holding of the ceasefire, he said.
