Ministry of Finance Unveils Unified Salary System Draft Law

Tripoli:The Ministry of Finance of the Government of National Unity has released a draft law for a unified salary system, which includes detailed provisions on salaries, allowances, and proposed pay scales across various job grades and categories within the state. This initiative aims to provide clarity and transparency, countering inaccurate information previously spread on social media and television channels.

According to Libyan News Agency, the Ministry emphasized that the draft law's publication is part of its commitment to disclosure and transparency. The document outlines the legal provisions, pay scales, and includes an explanatory memorandum detailing the draft's terms. The proposed salary scale specifies a base salary for the first job grade ranging from 1,000 to 1,200 Libyan dinars, while the sixteenth grade ranges from 4,312 to 4,912 Libyan dinars.

The draft law also proposes "specialization allowances" based on job responsibilities, with a 70% allowance for oversight bodies, investigators, and inspectors. A 50% allowance is designated for university faculty, researchers, physicians, pharmacists, and technical staff in the oil and gas sector. Other proposed allowances include a 30% for allied medical professionals and financial roles, a 20% for soldiers, and varied percentages for personnel in security, aviation, and maritime sectors.

Additionally, the proposal includes specific allowances for teachers, trainers, and administrative roles, while excluding non-permanent staff from the "distinction allowance." The Supreme Judicial Council will determine allowances for judiciary members. The Ministry reiterated that the proposal's comprehensive presentation aims to rectify inaccuracies in previously circulated data.
