Tripoli: Libya has formally requested technical, technological, and legal support from the International Criminal Court (ICC) in investigations into the terrorist cell that targeted civilian facilities in Tripoli and Zawiya. President of the Presidential Council Mohamed Al-Menfi disclosed that the request was submitted to the Office of the Prosecutor of the ICC to enhance cooperation in the ongoing investigations.
According to Libyan News Agency, Al-Menfi stated that after reviewing the results of preliminary investigations by competent institutions into the terrorist cell, which targeted vital civilian facilities in Tripoli and Zawiya, the security agencies and the National Safety Authority managed to limit the operations and thwart some of them. These attacks were part of an extensive terrorist plan aimed at causing damage to civilian infrastructure and affecting public stability.
Al-Menfi noted that the crimes, given their nature and gravity, constitute crimes against humanity or genocide under the jurisdiction of the ICC as per the Rome Statute. The alleged plan's impact on civilians and the involvement of foreign individuals holding nationalities of states that are parties to the Rome Statute prompted Libya to seek impartial and transparent investigations consistent with international law.
In light of these developments, Libya, through its Ministry of Foreign Affairs and International Cooperation and in coordination with the Ministry of Defense, formally requested support from the ICC. The request aims to assist the national authorities in uncovering the circumstances surrounding these crimes and pursuing those responsible. Libya has expressed its readiness to expand cooperation with the ICC, including referring relevant facts for consideration by the Court, especially given the involvement of foreign parties.
