According to Libyan News Agency, this directive was issued by the Cabinet Office following instructions from the Prime Minister. The Minister of Local Government has been designated as the competent authority for coordinating and monitoring all matters related to municipalities. The circular further underlines that the Cabinet Office will disregard any correspondence or requests submitted directly, unless a specific instruction or directive is issued by the Prime Minister.
