US$10.2M FUNDING REQUIREMENTS FOR TRIPOLI FLASH APPEAL

KEY MESSAGES

1. Indiscriminate attacks and shelling on civilian-populated areas have led to high displacement numbers. The humanitarian community reminds all parties to the conflict that they must respect their obligations under international humanitarian law of distinction, proportionality and precaution. They must take constant care to spare civilians and civilian objects � including civilians who are on the move, persons deprived of their liberty, humanitarian and medical personnel and assets, critical infrastructure � in the conduct of military operations

2. Vital humanitarian assistance, including urgently needed medical supplies, are reported to be held in warehouses pending customs and inspection procedures. Humanitarian partners maintain that especially at times when humanitarian needs are high, assistance needs to reach those in need without any delay owed to administrative procedures

3. Funding levels remain low, whilst needs continue to increase. Through the Tripoli Flash Appeal, US$10.2 million in funding are being urgently sought to assist conflict-affected people in Libya
