HCS Approves Constitutional Basis of Elections.

Tripoli, The High Council of State has approved draft laws for election of the president and the national council which is made of two chambers, one for representatives and the other for senators.

The Council also approved at Sunday’s meeting the constitutional basis on which the presidential and parliamentary elections would be conducted, saying that essentially there would be a referendum on the constitution, and that their approval of the constitutional basis was in case a referendum was impossible.

The Council also said that a priority for the next legislative authority was complete the referendum on the constitution as soon as possible, according to the Council’s Communication Office.

The draft constitutional basis, and the draft law for electing the president and draft law for electing the national council will be referred to the House of Representatives to agree upon, in accordance with the Political Agreement implied in the Constitutional Declaration, and will also be referred to the High National Election Commission and the UN Mission in Libya for technical observations.
