European Council for External Relations calls on member states to change their attitude to Libya.

Geneva, 14.03.2015 (Lana) European Council for External Relations calls on European member states to change their attitude to Libya so-far confined to security aspects and support of the UN sponsored poetical accord. The study reported that Europe's failure in addressing the political and economic causes of the Libyan crisis contributed to the state's slipping into current anarchy. It warned that any military operation by Western forces against Daesh organization in libya would derail the legitimacy of the UN supported national accord government. The study said the political accord encounters significant challenges and foremost entry of the national accord government into the capital Tripoli to assume its work, and apart from security considerations the success of the national accord government hinges on the political climate and agreements to be forged with local groups. The study attributed the failure of European programmes to two reasons; the first was that Libya lacks the capacity, potential and infrastructure to accommodate those programmes and the ability to assess its needs and secondly the Europeans focused only on security aspects and ignored the relevance of lack of security and political and economic changes
